 About the Radio programme
‘Access to WASH’ is a , a weekly radio programme that x rays challenges of residents of urban areas in Lagos state in accessing safe drinking water and sanitation services; and how all stakeholders can work together to overcome these challenges. It is aired every Tuesday on Radio 1, 103.5 fm in Lagos between 4.30pm – 5.00 pm, since December 2012.
The objective of the programme is to generate public discourse on urban water supply and sanitation issues, particularly amplifying the voice of the urban poor on access or lack of access to improved water supply and sanitation services.
The goal is to ensure duty bearers prioritise WASH issues in Lagos state, through increase financing, service provision, and responsiveness to customer complaints and needs.
Issues addressed in the past editions of the radio programme include the Institutional policy, regulatory, and legal environment in provision of WASH services, urban water sector reform, operational challenges of service providers, customer complaints, sanitation services in Lagos state, financing for water and sanitation infrastructural development, state of public toilets, WASH in Schools, water pollution, right to water, water quality, cost of access to WASH, inclusive WASH, and the role of the civil society in ensuring a more efficient and transparent service provision.

Lagos: stakeholders deliberate on new water supply and sanitation policy

A stakeholders meeting to deliberate on a Water Supply and Sanitation Policy for Lagos state holds today in Ikeja, Lagos.

Organised by a state high level technical Committee chaired by the Lagos state Commissioner for Environment, the meeting is expected to generate inputs from formal and informal members of the water supply and sanitation sector, for the development of Water Supply and Sanitation Sector Policy.

A statement signed by Engr. O.E.S. Ajani on behalf of  Chairman, Technical Committee on Water supply and sanitation policy development (TC-WSSSP) for Lagos state states that similar stakeholders meeting will be held in Ikorodu this friday and in Lagos Island, next Tuesday

Lagos: stakeholders envision new roles for slum upgrading agency

 The Lagos Metropolitan Development and Governance Project (LMDGP) has organized a visioning workshop to ensure increase the sustainability of its project and improve coordination with other Ministries,  Departments, and Agencies (MDAs)  in the state.

The three day event was held at Lekki, Lagos and attended by ts stakeholders including representatives of Community Development Associations (CDAs) in Lagos state.

The LMDMP is a world bank financed project and intervenes in 12 slum communities of Lagos state through provision of boreholes, drainages, schools, health centres, sanitation facilities, and market stalls.

Issues raised by participants at the workshop included:

  1. Non involvement of benefiting communities in the design, location, operation and maintenance of the WASH facilities.
  2. Non sustainability of the solar powered boreholes due to difficulties in accessing and cleaning the solar panels.
  3. Absence of Water, Sanitation and Hygiene Committees (WASHCOMs) in the benefiting community to oversee the operation of the WASH facilities.
  4. Break down or non functionality of some of the installed drinking water supply facilities.
  5. Lack of space in built up areas for the installation of Water and Sanitation (WASH) facilities.

Bread of Life Development Foundation, a non governmental organization presented a memo to the workshop, in which the following steps were advocated to increase the sustainability of the LMDGP’s WASH facilities:

  1. Sector coordination- LMDGP should coordinate with other MDAs involved in WASH. The WASH department of the Lagos state Ministry of Agriculture is particularly strategic with expertise on operation and management of boreholes and that body should ideally take over the WASH projects when LMDGP winds up.
  2. WASH governance structures should be formed in all communities where WASH facilities have been provided. There structures could be CDAs, WASHCOMMs or other community groups. There is a National process/guideline for setting up WASHCOM and this should be followed.
  3.  Members of the WASHCOMs need to be trained on community ownership and management (operation and maintenance) of the facilities.
  4. Membership of the WASH governance structures must be gender sensitive. Major roles /positions have to be given to women who bear much of the burden of access to WASH
  5.  Boreholes should be drilled in accordance with standard guidelines and specifications. The National Strategic framework for Rural Water and Sanitation supply contains several guidelines that on construction of boreholes, including specifications, types of technology, operation, maintenance, and sustainability.
  6.    Inventory of the boreholes should be conducted to record coordinates of their locations, functionality and operational challenges.
  7. External support bodies like the UNICEF could be contacted to provide technical support for construction and maintenance of boreholes.

WASH programme debuts on Radio Nigeria

Access to WASH, a radio programme discussing Water, Sanitation and Hygiene issues  (WASH) issues in Lagos state, debuts on  Radio Nigeria 1 Lagos, 103.5 FM (formerly Choice FM)  tomorrow, December 4, 2012; and every Tuesday afterwards.

The 30 minutes programme which will run for six months, will discuss Policy, Institutional, Legal  and Regulatory challenges in the delivery of safe drinking water and sanitation services to residents of Lagos state, particularly the urban poor and marginalized groups. It will also focus on how the civil society could engage with duty bearers/service providers to ensure more efficient service delivery.

The objectives of the programme are:  adequately strengthen  urban water supply and sanitation sector institutions in the state to provide the enabling policy, legal, institutional, and  regulatory framework to ensure universal coverage of WASH services; ensure urban WASH services are prioritized and provided adequate budgetary allocation and implementation plans; ensure civil society groups in Lagos state are able to engage in the reform of the urban water supply and sanitation sector, hold government accountable, and secure the rights of the urban poor to these essential services.

Issues to be discussed every Tuesday 4.30pm on Access to WASH include: the urban water sector reform process in Lagos state, such as policy, regulatory, institutional, and legal reform; activities of the Lagos Water Corporation and opportunities for citizens engagement; challenges of accessing WASH services in urban slums; and prioritization of urban WASH services delivery by tiers of government in the state.

Access to WASH  is targeted at providers of WASH services, particularly Government agencies; as well as consumers of water supply and sanitation services in Lagos state, especially the urban poor, vulnerable groups, women, children, and disabled groups.

It is produced by the Water and Sanitation Media Network, Lagos state chapter, with the support of WaterAid through UKAID Governance and Transparency Fund programme.

Stakeholders to discuss new Lagos state Water supply and Sanitation policy

Stakeholders in the water supply and sanitation in Lagos State will meet  this Wednesday to discuss the state’s draft Water supply and Sanitation policy.

The meeting is expected to generate  inputs for the development of a final draft of the policy document that outlines strategies for the development of the water supply and sanitation sector for the state.

A statement by the Project Coordinator of the National Urban Water Supply Reform Programme in the Lagos Water Corporation, Engr. R.O. Ipaye indicates that the event will hold at Events Centre,off Cadbury,Agidingbi Road,Ikeja. Time:9.00am

Lagos plans Water Supply and Sanitation Policy

Lagos state in south west Nigeria is about to develop a water supply and sanitation policy to enhance sustainable water supply and sanitation delivery.

A reliable source told eWASH that a stakeholder’s workshop to review a draft Water Supply and Sanitation Policy for the state will hold November 23, 2011.

Lagos is Nigeria’s most cosmopolitan State, and serves as Nigeria’s commercial capital.

Access to safe drinking water by the estimated 17 million inhabitants of the ‘mega city’ is a large challenge as the state public utility- the Lagos Water Corporation is only able to meet about 30% of its demand; the shortfall is augmented by supply from water vendors, charities, development partners and privately dug boreholes and open wells.

A very small percentage of Lagos State residents enjoy centralised sewerage.

Sanitation problems include open defecation, plastic bag defecation, poor-flush toilets and discharging to open devices.

eWASH learnt that the development of the Water Supply and Sanitation Policy is being supported by the World Bank Financed Second National Urban Water Sector Reform Programme.

Duro Oni delivers Inaugural lecture

The Dean of the Faculty of Arts in the University of Lagos, Professor Duro Oni will deliver the second inaugural lecture in the 2010/2011 academic session on Wednesday, December 15, 2010.

The lecture entitled, LIGHTING: BEYOND ILLUMINATION will take place under the distinguished chairmanship of the Vice-Chancellor, Professor Adetokunbo Babatunde Sofoluwe, in the Main Auditorium, Main Campus, Akoka, at 4.00p.m.

Born on December 15, 1952, Professor Oni attended the University of Ibadan (1971 -1973), California Institute of the Arts (1981 – 1983) and University of Ibadan (1998 – 2002). He earned B.F.A, M.F.A, (CalArts), Diploma in Drama and PhD (Ibadan).

The accomplished don started his career as a Theatre Technician in the Centre for Nigerian Cultural Studies of the Ahmadu Bello University, Zaria (1973-1976).

Professor Duro Oni

The erudite scholar joined the services of the University of Lagos in October 1976 as Head, Auditoria Management/Theatre Technical Manager in the defunct Centre for Cultural Studies. He became a Senior Arts Fellow/ Head, Auditoria Management in 1985; Director in 1992 and Senior Lecturer/Associate Professor in 1997. He was appointed Professor in 2005.

A versatile administrator, Professor Oni has served the University in numerous administrative capacities. He is currently a member of the University’s Governing Council. He was the initiator of the Bachelor’s degree programme in Creative Arts in the University (1993). He was Chairman, Postgraduate Committee, Department of Creative Arts (2001-2003); Chairman, Postgraduate Programmes Drawing Committee for Postgraduate degree programmes in Creative Arts (2002-2004); Chairman, Auditoria Management Board (2002 – date); Chairman, Programmes Drawing Committee for the Bachelor’s degree programme in Creative Arts (1993-1997); Member, University of Lagos Staff Welfare Advisory Board (1997-2000) and Director, Confucius Institute at the University of Lagos (2008-2009).

Others include Member, University of Lagos Home Ownership Committee (1996-2000); Member, University of Lagos Lagoon Front Tourist Board (1996-2000); Member, University of Lagos Staff Home Ownership Scheme (1993-1997); Member, Centre for Cultural Studies, University of Lagos Management Board (1992-1997); two-time Member, Administrative and Technical Staff Committee (1990/1991 & 2007-date) and two-time Member, University of Lagos Senate (1988-1990 & 2005-date).

Outside the University of Lagos, Professor Oni was the Director/Chief Executive, Centre for Black and African Arts and Civilization (CBAAC, 2000-2006); Special Assistant/Adviser to the Honourable Minister of Culture and Social Welfare (1990-1991); Special Assistant/Adviser to the Honourable Minister of Youth and Sports (1991-1992); Chairman, International Organising Committee on the Conference: Harnessing Research in the Interest of Africa and the Africans in Diaspora, University of West Indies, St. Augustine, Post of Spain, Trinidad (2006); Technical Manager/Director, Abuja Carnival 2005 and 2007; Member, Nigerian Delegation to the Executive Council Meeting of the World Tourism Organisation Meeting, Salvador de Bahia, Brazil (2004); Chairman, Organising Committee, International Workshop on Globalisation, Identity Politics and Social Conflict, April 2003, jointly organized by the Centre for Black and African Arts and Civilization (CBAAC) and Globalisation, Identity Politics and Social Conflict Project (GIPSC) of the Open University, Milton Keynes, UK, among numerous others.

Apart from presenting papers in several local and international workshops, seminars as well as conferences, Professor Oni has been a Postgraduate Examiner to the University of Abuja (2009) and the University of Jos (2008-2009). He has also served as Senior Lectureship Assessor to the University of Ghana, Legon (2007-2008), Professorial Assessor to Lagos State University (2008), Professorial Assessor to the University of Jos (2209), External Examiner, Department of Theatre Arts and Music, Lagos State University (2009-date) and Professorial Assessor to the University of Derby, UK.

The don is a member of many professional bodies. These include the Association of British Theatre Technicians (ABTT), United States Institute for Theatre Technology (USITT), Society of Nigerian Theatre Artists (SONTA) among others.

The ardent theatre technician has several portfolios of productive works. These include lighting design for Bill Morrison’s Flying Blind, Morgan Wixon Theatre in Los Angeles, California, USA (1983), lighting design for Uwa Hunwick’s Ogbanje, Nigeria, Venezuela, Mexico and Brazil, Artistic Director (1983), lighting design for Dora Ifudu’s One Night Stand, National Theatre of Nigeria (1983) among several others.

Besides, he has won numerous laurels including Nigerian Presidential Nominee on the Place du Souvenir Historical Commission, Dakar, Senegal (2005), Abuja 2003 Gold Award for Outstanding Contribution to CHOGM (Commonwealth Heads of Governments Meeting Technical Committee as Technical Director (2003), Association of Nigerian Theatre Practitioners Award for Excellence (2003), Jadeas Award for the Best Chief Executive in the Cultural Sector (2002), Special commendation by the Kennedy Centre, Washington D. C. for design work on Things Fall Apart at the Centre (1999), Raduga International Award, Mexico for Outstanding lighting design for Bala Miller Show Television Series (1985) and so on.

The prolific writer and accomplished researcher has authored and co-authored several scholarly and literary books. He is widely published in national and international learned journals, besides being read in several scholarly conferences, seminars and workshops.

Professor Duro Oni is happily married and blessed with children.
