Wanted: Articles and Views on “The Right to Water and Sanitation”

Independent Expert on the issue of human rights obligations
related to access to safe drinking water and sanitation

In 2010, the Independent Expert will prepare a report on

National Planning for the Implementation of the Right to Water and Sanitation

The Independent Expert seeks to benefit from diverse views and perspectives and encourages all stakeholders to submit their views on the issue. In particular, the Independent Expert would welcome submissions that reflect the experience of developing, implementing and monitoring national plans and/ or strategies that reflect human rights standards and principles. She is particularly interested in the following aspects:

  • Integrating the right to water and sanitation in existing national planning processes
  • Inclusive, participatory processes
  • Transparency and access to information
  • Setting ambitious, but realistic targets
  • Addressing inequalities
  • Role of institutions (Coordination in the case of fragmented responsibilities and decentralization)
  • Ensuring adequate resources
  • Monitoring the implementation of the plan
  • Holding institutions accountable to the plan

In order to enable the Independent Expert to consider submissions for her report, all stakeholders are encouraged to submit their contributions at their earliest convenience and no later than 31 March 2011.
