WASH Consultancy Nigeria: Institutional Development Expert required

Consultancy for the Analysis and design of the Institutional Framework of the Urban Water Services in Ebonyi State, Nigeria

Sustainable Water and Sanitation in Africa (SUWASA) is a six year regional initiative financed by the United States Agency for International Development (USAID) and implemented by Tetra Tech ARD through its Regional Office in Nairobi, Kenya

TETRA TECH ARD wishes to engage the services of a Consultant to assess the flaws and gaps in the current institutional arrangement and come up with options and a recommended preferred option for a clear institutional framework for the urban water services in Ebonyi State.

The main objective of this assignment is to identify and evaluate options and to recommend a preferred option to establish an appropriate and sustainable institutional framework for urban water supply and sanitation services in Ebonyi state.

The specific objectives to be achieved by the consultant are:

a)    Assess the current institutional framework for urban water supply and sanitation services in Ebonyi State

b)    Assess the functions of each urban sector institutions and identify any duplication of mandates and overlapping responsibilities.

c)    Design an appropriate and effective institutional framework for urban water and sanitation services.

d)    Develop a roadmap to implement the recommendations.

The total duration of the assignment is 1 calendar month

Profile of the Expert

The selected Consultant will Work as Institutional Development Expert and should have the following attributes:

Professional Qualifications:   At least a Master’s Degree in Development Studies, Public Administration, Engineering, Economics, Finance, Business Administration, or any other relevant degree.

Professional Experience:       A minimum of 10 years of professional experience, with a demonstrable knowledge of urban water sector reforms including institutional reforms, public service reforms, policy issues and challenges of the Nigerian Water and Sanitation Sector

Language Skills:                     Proficiency in verbal and written English is essential

Other Attributes:                     Experience in similar assignments in a Nigerian or developing world context, include familiarity with Corporatization, and Utility commercialization.

Well-developed management skills, strong leadership and excellent communication skills, and ability to lead a multi-skilled team in multi-cultural environment and ensure good client communication, as well as skills in mediation. Knowledge on the key legal challenges facing the water and sanitation sector in Nigeria

Language Skills:                     Fluency in both written and spoken English is essential

Location of the Assignment:     Abakaliki, Ebonyi, Nigeria
